There is no exact answer to this question because there are too many factors to consider. How competitive is the industry? What is the competition doing SEO-wise? What keywords are you targeting?
For example, a specific keyword such as joiner in [city] would be easier to rank for than for example, a generic keyword, such as laptops. SEO and PPC work the best when they are done together, but we understand the budgetary constraints. In our experience, if websites are doing well organically through SEO, then the PPC campaigns perform better.
